Client Semi-Annual Reports - Section 4
Client Semi-Annual reports shall be filed by any client retaining, employing or designating a lobbyist or lobbyists, whether or not any such lobbyist was required to file a bi-monthly report, if during the year such client reasonably anticipates expending or incurring an amount in excess of ($5,000) five thousand dollars of combined reportable compensation and expenses.

1-j. Semi Annual Reports
Such report shall be filed with the Commission, on forms supplied by the Commission, by the fifteenth day of July of the year and by the fifteenth day of January next following the year for which such report is made
